Why is the College Football Playoff committee making trouble for itself?

Twice in those three years, Ohio State has been involved in, shall we say, interesting discussion over inclusion into the field. In 2014, the Buckeyes on the final vote jumped both Baylor and TCU to make the four-team playoff. In 2016, the Buckeyes made the playoff to the exclusion of Penn State, which both beat Ohio State and won the Big Ten. Head-to-head competition and conference championships are supposed to be parameters to help differentiate when teams are close. So what has the playoff committee now done? Add Ohio State athletic director Gene Smith to its midst.
