Here’s the fictional premise we used to rank the states: A new law has been put into place that mandates you watch every game involving a FBS team from the state in which you live. However, this law also prohibits you from watching any games that don’t include a team from your state. As a result, you want to move to a state where you can watch as much quality college football as possible, but without needing to watch too many bad games.
