The decision is not really a surprise. The Buckeyes are the highest rated Big Ten team in the College Football Rankings at No. 4, despite having only played five games — winning them all. A policy that had to be changed in order for the Buckeyes to head to Indy was the six-game minium outlined by the conference in its return to play plan.
